Which Class Does a Truck License Fall Into?
The truck license is classified as CE class according to the Highway Traffic Regulation that came into force on 01.01.2016. Obtaining the truck license, which was formerly called D class, is quite different in the new system. The answer to the question of which class the truck license falls into is explained below with examples from the regulation.
Class C driver’s license as defined in the regulation

Article 75 – h: “ Class C driver’s license is given to those who will drive trucks and tractors.”
CE class driver’s license as defined in the regulation

Article 75 – I: “CE class driver’s license is given to those who will use combined vehicles consisting of trailers or semi-trailers with a maximum loaded weight exceeding 750 kilograms and attached to vehicles used with a C class driver’s license.”
As can be understood from the above articles, while a Class C driving license is sufficient for those who will only use trucks and tractors, since a tractor cannot be used without a trailer in practice, a TIR cannot be used without a CE class driving license. The definition of the trailer mentioned in the regulation is made using the regulation below.
What is a trailer?

Article 3-C/20: “ A non-motorized vehicle manufactured for the transport of persons or loads pulled by a motor vehicle.”
What is a Semi Trailer?

Article 3-C/21: “ A trailer is a vehicle whose part sits on a motor vehicle or vehicle, and whose load and part of its own weight are carried by the motor vehicle.”

Article 86- (Amendment: RG-17/4/2015-29329) (It will enter into force as of 1/1/2016.) B, C, C1, D and D1 class driver’s license holders can also use their vehicles by attaching a light trailer with a maximum loaded weight of up to 750 kilograms (including 750 kilograms).
